Dusty Miller

Dusty Miller has his own windmill for making flour on Toby's Branch Line. He is a good friend of Toby and Lady Hatt. He sometimes helps out at the Hillside Mill near the Skarloey Railway.

When his windmill was struck by lightning, Toby wanted to help. That chance came sooner than expected when Toby came across a tree and asked if he could use it to rebuild the mill. When the windmill was rebuilt, the miller named it Toby's Windmill in thanks.

Thomas once mistook him for The Man in the Hills because he was covered in so much flour.

Trivia

  • Early sketches for the CGI model call him "Windy Miller". This happens to be a character from the 1966 children's show "Camberwick Green".

Alice

Alice is a young girl who lives on High Farm. She is good friends with Thomas and, presumably, Rosie. She was later seen amongst Bertie's passengers when he got stuck in the mud on his way to the medal ceremony for a brave firefighter.

The Photographer

After a dinosaur skeleton was discovered in the mountains, Thomas took the photographer to the Transfer Yards while Rheneas took the skeleton down the mountain.

When Edward was later chosen to star on a North Western Railway poster, the photographer was hired again, this time to take a photo of Edward for the poster. He was later hired to photograph the engines for a billboard to be erected at Knapford.

He later took a photograph of Thomas and a giraffe at the Animal Park.

He used a draisine when he took pictures of the Sodor engines for a book entitled Sodor: The Great Railway. He was also present at the Farmer's Fair where he took a picture of James, Farmer McColl, Sir Topham Hatt, Farmer McColl's dog Katie and his sheep. The photograph was featured on the front page of the Sodor Gazette newspaper. He was also one of the very important visitors that attended Dowager Hatt's Sodor tour and after party.

He later took a photograph of the Sodor Search and Rescue Centre's one thousand and first rescue while the team were rescuing Percy and Diesel from a flood.

The Photographer seems to be calm and easy going, laughing when Thomas and Diesel were arguing whether it was done on purpose or not. He was also the only one (aside from Emily and Edward) not cross with Thomas for not telling Diesel and was simply confused.

The Engineer

After Gordon discovered his mistake, he reversed along Thomas' line to Maron, but was stopped at Abbey by Douglas, who was stranded there. Gordon, however, had the idea of sending Douglas to Wellsworth to tell Donald to collect the engineer and then ferry him up the line. The plan worked and the line returned to normal.

He later fixed Peter Sam when he collided with some buffers and was a passenger on Bertie when he overheated. He was also one of the very important visitors that attended Dowager Hatt's tour of the island and after party.

He is known as the mechanic in the US narration.

The Policemen

The Policemen patrol different locations on Sodor.

There was also a policeman present during the rescue of a whale at Bluff's Cove.

In Sodor's Legend of the Lost Treasure, the policemen arrested Sailor John for attempting to steal the treasure. There was also a policeman present during the rescue of a whale at Bluff's Cove. In The Great Race, a police officer can be seen dancing during the Thomas' dream sequence song, Streamlining.

In the twentieth season, one was on hand after Thomas derailed after crashing into a pile of debris that Max and Monty dumped over a bridge on his branch line. He subsequently berated them and ordered them to get it to the dump by morning.

The Tree Specialists

The Tree Specialists, also known as The Special Woodsmen, do many tasks related to trees. They specialise in fixing damaged trees. They occasionally work at the Whispering Woods.

The Bargeman owns a barge used to transport loads along the canals of the Skarloey Railway. He seems to be familiar with some of the engines on the narrow gauge railway as well as Colin. The Fireman

The Fireman is a brave and heroic firefighter. He once saved Lady Hatt's cat from a tree and was presented with a medal at a special medal ceremony held at Maithwaite by Sir Topham and Lady Hatt. He now appears to be working with Flynn. He was present at the unveiling ceremony for the new alarm at the Sodor Search and Rescue Centre. He also appears in Old Slow Coach when the workmen's hut burns down and when James' fuel trucks catch fire.

The Schoolchildren were upset because they had to stand in the rain when their school's roof leaked. When Diesel arrived at the school with the slate to fix the roof, they shouted and cheered for him.

A schoolboy later cheered for Flynn when the fire engine arrived to fight a fire. A group of children once commented on Stafford not making any noise, prompting the electric engine to learn some steam engine noises.

  • In the UK, Teresa Gallagher provides the voices of the boy at Maithwaite station, all of the children in Diesel's Special Delivery, the schoolboy in Race to the Rescue, the children in Gordon and Ferdinand, the children at Bluff's Cove in Toby and Bash, all of the children that speak in Steamie Stafford and the children in Not Now, Charlie! In the US narration, the children in Diesel's Special Delivery, Gordon and Ferdinand and Steamie Stafford are all voiced by Jules de Jongh. The Railway Inspectors

The Railway inspectors, called the railroad inspectors in the US narration of Thomas in Charge, are men who inspect railways. Thomas tried to impress one of them, but only succeeded in causing havoc; covering both the inspector and Sir Topham Hatt in coal dust. Thomas was given a chance to put everything right and the inspector was very impressed with the Fat Controller's Railway. He was one of the very important visitors that attended Dowager Hatt's tour of Sodor and after party.

He returned to inspect the island once again, but with two other inspectors that look like him. When they went to inspect the Sodor Search and Rescue Centre, he and the other inspectors weren't sure if having both Belle and Flynn is really necessary. However, Sir Topham Hatt persuaded them that it's much safer with two.

Two of the railway inspectors came to inspect the North Western Railway, but proved to be grumpy and hard to impress. They eventually showed a change of heart to the railway after Thomas returned a lost watch to one of the inspectors, which was given to the inspector for working for the railway company for twenty years. They later were worried about Hugo's propellor.

A Railway Inspector, presumably the same one, is mentioned in the magazine story Caroline's Cruise. This story reveals that he lives on the Mainland.

The Railway Coal Inspector, called the Railroad Coal Inspector in the US narration, inspects coal on the railways. He once visited Sodor to study Henry's special coal, but Henry was unaware that he was a coal inspector and wanted to impress him, so he took on normal coal. The coal inspector later tells Henry that he should be very proud of his special coal. He was also one of the very important visitors that attended Dowager Hatt's tour of the island and party.

Dowager Hatt's Friends

Dowager Hatt's Friends are two elderly ladies. They often go on trips with Bertie to different places, such as Bluff's Cove. They also seem to be thrill-seekers like Dowager Hatt. One is occasionally seen without the other. Sometimes they can be seen with an elderly gentleman whom they seem to be good friends with (one of the ladies can even be seen kissing him at one point). They were some of the very important visitors that attended Dowager Hatt's tour of the island and after party at Knapford. One of them was presented with a bouquet of flowers from a member of the railway staff on Sodor Surprise Day.

The Thieves

Back when King Godred was the king of Sodor, three thieves broke into Ulfstead Castle and stole the king's golden crown, hiding it in a chest hidden in Ulfstead Mine. The thieves were eventually caught, but the crown was never seen again until it was rediscovered by Stephen many centuries later.

The Welsh Bird Watcher

"I'm sorry. I got a little over excited. I thought I heard the sound of a very rare bird I've been looking for and I wanted to see it! So I pulled the emergency cable. In any case, it's bound to have flown away now."

The Welsh Bird Watcher regularly travelled up and down Thomas' Branch Line looking through a pair of binoculars. This confused Thomas, Annie and Clarabel who thought he was an inspector. Thomas decided to ask the man who said he was not an inspector at all; he was actually a bird watcher looking for a very rare bird.

Later, the bird watcher pulled the emergency cable inside Annie in a moment of excitement. He explained that he had heard the rare bird and wanted to have a look at it. The guard sternly told the man that spotting a bird was not an emergency. When Thomas tried to pull away, there was a problem; Annie had developed a wheel flat and could not move properly. All of the passengers had to squeeze into Clarabel and they were very cross with the bird watcher. Thomas was cross about having to leave Annie behind, too. The Fat Controller scolded the bird watcher who apologised for his actions.

Thomas refused to forgive the man for damaging Annie and refused to pick him up the next day which caused Thomas to be reprimanded by the Fat Controller. Some time later, the Welsh bird watcher managed to find his rare bird at Maithwaite.

He is not to be confused with the bird watcher who appeared in the thirteenth season episode, Henry's Good Deeds.

He seems to be acquainted with The Lady in the Pink Shirt as he was seen with his arm around her in Samson at Your Service.

The Lady with the Big Hat

The Lady with the Big Hat pulled the emergency cable when Thomas refused to stop at her station to pick up the Welsh Bird Watcher. Earlier on, Annie had joked that her hat would be too big to fit through her carriage doors.

The Grumpy Passenger

The Grumpy Passenger is a man who rides on Duncan's train everyday. The man is constantly complaining about everything. One day, Duncan decided he had had enough of the man and tried to do everything he could to stop the complaining. No matter what he did, the man still complained. After causing a lot of trouble, the Thin Controller told Duncan that he knew the man well: he was always extremely grumpy and finding something to moan about. Lesson learned, Duncan decided to ignore the man in future.

He is always checking his pocket watch, often reads the Sodor Times newspaper and carries a flask of tea.

He is a frequent user of both the Skarloey and North Western Railways.

The Deputy Minister

"I came here to present you with a transport award, Sir Topham Hatt, but I'm not very impressed with my transportation so far! And I will not travel back to the Mainland with this engine!"

The Deputy Minister arrived on Sodor to present Sir Topham Hatt with an award for "Services to Transport". The Deputy Minister arrived on Spencer, but Spencer was so busy trying to get the minister to the station in time, that he caused confusion and was diverted onto a branch line. When they finally did arrive at Knapford, the Deputy Minister said he was not impressed and refused to travel home with Spencer. Throughout the day, the other engines all competed to be given the special job of taking the minister home. Due to all their rushing about, the engines caused a lot of trouble. The Fat Controller offered to lend the minister his car to get home, but Spencer said that he had learned from his mistakes and that he wanted a second chance. The minister agreed to give both Spencer and the railway a second chance. The minister returned to Sodor the next day and was impressed with what he saw while the engines worked normally. He then presented a special trophy to Sir Topham Hatt.

The Deputy Minister lives on the Mainland and reads the Sodor Times newspaper. He can be firm at times, but can also be understanding.

The Postman delivers mail on the Island of Sodor. Once, Samson mistook his bike as some scrap which angered him. He chased after Samson and his truck of scrap and managed to get to the scrap yard, with the aid of Bertie, just in time to save his bike.

Albert is a workman who was waiting for Thomas at Knapford after transporting a mother and baby. He told Thomas that they were his wife and son and thanked him for looking after them. Realising that they had not picked a name for him, Albert and his wife decided to name him Thomas after the day's events.

Albert's Wife is a woman who is Albert's wife and Thomas the Baby's mother.

She walked onto the platform at Knapford pushing her baby in a pram and climbed aboard. When they stopped at the signal, she tried to calm her baby while the passengers ended up becoming tired of the noise. She had to get off at the Ffarquhar with her baby. The mother and her baby waiting to get back on the train again at Ffarquhar. The baby continued crying every time Thomas stopped at every station. Once they got back to Knapford, the mother kept trying to calm her baby, Thomas asked the Fat Controller if he could miss his break and take the mother and her baby on a journey with no stops at every station, so they could both get some rest and thought it is a very kind idea and so had it arranged. Thomas took mother and her baby along his branch line without any stops at every station as the mother and her baby fell fast asleep. When Thomas returned to Knapford, she decided to name him Thomas after the day's events.

The Puppet Show Entertainers were a duo of puppeteers whom Daisy was asked to pick up by Sir Topham Hatt to take to Harwick for a performance for the children. Thinking that they were very special performers, Daisy refused to pick up any other passengers, thinking that she should be at her best. When she picked up the performers, she refused to take their luggage van for the same reason, leaving it behind. When they arrived at Harwick, the puppeteers were disappointed to find that there were no children at the station, and that their props had been left at Knapford. With no time to go back to the station to get the props, the puppeteers put on their performance from one of Daisy's windows.
